New Mexico has a bitter gambling background. When the IGRA was signed by the House in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the Amerindian casino bandwagon. Politics guaranteed that wouldn’t be the situation.
The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to discuss a contract with New Mexico Indian bands. When the task force came to an agreement with 2 prominent local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.
When a new governor took office in 1995, it seemed that Indian betting in New Mexico was now a certainty. But when Governor Gary Johnson passed the contract with the Indian bands, anti-wagering groups were able to tie the deal up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, therefore costing the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It required the CNA, passed by the New Mexico legislature, to get the process moving on a full contract amongst the Government of New Mexico and its American Indian bands. Ten years had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.
The not for profit Bingo business has grown since 1999. That year, New Mexico charity game owners brought in just $3,048. That climbed to $725,150 in 2000, and passed one million dollars in 2001. Nonprofit Bingo earnings have increased constantly since then. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the operators.
Bingo is certainly favored in New Mexico. All sorts of operators try for a bit of the action. Hopefully, the politicos are through batting over gambling as a hot button issue like they did in the 1990’s. That is without doubt hopeful thinking.
